NunatuKavut Community Council Dealing with Legal Bills
The NunatuKavut Governing Council held a special meeting on Dec 3, 2011 in Happy Valley-Goose Bay. The leading item on the agenda was to deal with concerns expressed over the cost of legal bills for the CEAA Court injunction with regard to the proposed Muskrat Falls Hydro Development. The governing council received a full financial briefing on the associated cost, which was much higher than had been originally anticipated. The news of high legal costs was reported in recent community meetings in Lake Melville, Labrador West and Southern Labrador. Negotiations are currently ongoing with legal counsel with regard to these costs.
In the 2012 new year, a series of community meetings are being planned to brief the membership in further detail on these costs. Further information, including meeting times and council minutes , will be posted on the website over the coming days and weeks.
To further promote financial accountability, Council has established an internal ad hoc finance committee which will be in place for the next 5 months. This committee will work with staff and the council to:
1. Review and get a full accounting of the current financial situation of the NCC,
2. Review all future expenditures of NCC that are in excess of $5000 to ensure that they are consistent with the "Authorization to Spend" policies in the Governance Policies of NunatuKavut and to make recommendations,
3. Review the spending authorities outlined in the by-laws and policies of NCC and to make recommendations on changes that will ensure that further safeguards are put in place and spending authorities are strengthened,
This move improves our checks and balances.
